POSITION SUMMARY

The Financial Planning Specialist is responsible for providing administration services for the WEA Tax Sheltered Annuity Trust (WEA TSA Trust) and Wisconsin Education Association Council (WEAC) Individual Retirement Account (IRA) programs; providing technical support to the Financial Planners and expertise to associates who directly service participants; ensuring forms, brochures, programs, processes, and procedures comply with the Securities and Exchange Commission (SEC) as well as Internal Revenue Service (IRS) rules and regulations. The incumbent responds to inquiries from participants about retirement and investment questions, takes and enters mutual fund trade orders, advises and assists participants in appropriate asset allocation investing, provides free consultative services, and assists the Financial Planners with participant retirement planning calculations.

ACCOUNTABILITES

65%    RIS Member Services

  • Respond to participant inquiries about mutual funds, investment allocation, regulations relating to contributions to and distributions from 403(b) and IRA accounts.
  • Execute financial planning calculations, investment portfolio analysis, Wisconsin Retirement System (WRS) benefit calculations, and Social Security (SS) benefit estimates.
  • Complete mutual fund orders for trades and fund allocations at the request of participants.
  • Engage in and assist Financial Planners in client acquisition activities through enrolling clients into RIS programs.

35%    RIS and WEA Financial Advisor program administration

  • Assist Financial Planners with research and compliance reviews to ensure forms and brochures reflect changes in the programs and compliance with regulations.
  • Enter mutual fund orders into the record keeping system.
  • Recommend changes to processes, procedures, and programs to ensure compliance with IRS laws and regulations and improve the administration and delivery of services to participants.

10%    Projects:

  • Participate in projects to evaluate and/or improve RIS programs and services.

QUALIFICATIONS REQUIRED

  • Bachelor’s Degree in Personal Finance or retirement plan administration or related field or commensurate experience.
  • Seven months to one year of experience in personal financial planning or retirement plan administration.
  • Knowledge of one of the following: Internal Revenue Code (IRC), Section 403(b), and 408(a), and the pertinent regulations, WRS, SS, or retirement planning concepts and techniques.
  • Experience utilizing either financial software programs, online record-keeping systems (Morningstar; and Microsoft Office programs preferred), or customer relationship management (CRM) software.

ABILITIES REQUIRED

  • Excellent verbal and written communication skills, including experience listening and asking questions, communicating difficult technical and investment issues, and composing clear, concise/compose clear, concise, persuasive correspondence and narrative reports.
  • Excellent analytical skills, including the ability to identify problems, research and analyze issues from different perspectives, organize information, reach sound conclusions, and work cooperatively with others to develop and implement effective solutions.
  • Ability to work in typical office conditions with frequent use of computer equipment.
  • Ability to work independently and within a team on special and ongoing projects, be adaptive to critical needs, and share expertise as needed.
  • Ability to work independently and to establish, monitor, and achieve goals with minimal supervision.
  • Ability to be composed and adaptive in a dynamic, fast-paced, customer-focused work environment characterized by rapid change, minimal lead times, and multiple competing priorities.
  • Flexibility to work the number and schedule of hours needed to accomplish regular and ad hoc job responsibilities.

PREFERRED QUALIFICATIONS

  • FINRA securities licensing Securities Industry Essential (SIE), Series 6 and 63, and State of Wisconsin life licenses. If not possessed upon appointment, these licenses, including the SIE, must be attained within 120 days of appointment.
  • Knowledge of all of the following: IRC Section 403(b) and 408(a) and the pertinent regulations, WRS, SS, and retirement planning concepts and techniques.
  • Ability to use online record-keeping software programs, customer relationship management (CRM) software, and personal computer software necessary to perform job duties (eMoney; Morningstar; Box; and Microsoft Office programs preferred).
  • Retirement plan consultant, TSA Specialist, and/or IRA Specialist designation.
  • Retirement plan and/or IRA program administration experience.
  • Bilingual (Hmong, Spanish).
